It appears this may simply have been an accident. The boats were Dhows---wooden sail powered fishing boats that were under construction.

Possibly one of the galley cooks got careless rubbing the sticks together to heat up their fish head soup one night...Still I can't help but imagine what would happen if the Israelis got to wondering whether an Iron Beam device could be mounted on a Sea Lion II, and consequently snuck quietly into a target-rich environment such as a quiet Iranian fishing boat harbor, you know just for experimental purposes......Ben
